allowance of twelve dollars a night while he is detained in

Shanghai would be payable from Imperial funds.

I am to enquire whether Mr. Amery concurs in this

arrangement outlined above, and whether it will be acceptable

to the Government of Hongkong and to the Chief Justice of

that Colony.
